From 2003 to 2006 FONDACA developed a first level Master's in "Citizenship Policies and Local Welfare" in collaboration with the University La Sapienza of Rome's Faculty of Statistics. The Master's presented a training opportunity for approximately 60 people coming from universities, public administrations and citizens' organizations. The training was divided into classroom activities, workshops and internships in institutions and organizations operating in the local social services field, and focused on three job positions: the expert in research, information and evaluation; interventions and social services project manager; and civic participation manager.
