Several years ago FONDACA activated a research and reflection program on the question of representation and the representativeness of civic organizations. This is an important issue in general because it concerns the nature of civic activism, but also from the operational point of view as it is at the heart of the relationship between these organizations and their public and private interlocutors. Nevertheless, this topic is usually dealt with only in an implicit and informal way.
The research and dialogue project created in 2004 by Active Citizenship Network is a fundamental starting point for this Foundation's program.
Scientific and cultural dialogue events. In 2011 Giovanni Moro presented and brought life to a series of encounters that created the opportunity for further study and reflection on the issue of the representation of civic organisations: "The voice of the voluntary worker. Who represents the voluntary worker in the current systems of governance?", organized by the center for volunteering services of the province of Bologna on April 12th, "Towards a statute of European association" , organized by the European Civic Forum in Brussels on April 28th , CSR and consumers in Italy and Europe promoted by the Consumers Forum and held on June 7th , and lastly "Representation and representativeness of civic organizations in the health services", a thematic session in the "Quality and sustainability through participation" seminar held on June 10th and 11th at Riva del Garda in collaboration with the national coordination of the Association of the chronically ill of Cittadinanzattiva, of the provincial agency of health services of Trento and of the Trento Province.
XXV Convention of the Italian Society of Political Science.
The Italian Society of Political Science held its annual XXIV convention from September 8th to 10th in Palermo, organized in collaboration with the Palermo University. Participating in the panel entitled: "Interest groups: organization and political representation", Giovanni Moro discussed his paper entitled "Impossible but true. True but impossible. The question of the representation and representativeness of civic interest groups", which analysed the thematizations and questions concerning the issue of representation in relation to the action of civic organisations in the public realm. The paper aimed at deepening this role of representation in a critical way, paying particular attention to two issues: the first is whether, in the case of civic organizations, it is more fitting to speak of "relevance" rather than representation, relevance being a contextual concept related to problems and situations rather than being absolute, as the concept of representation is, or should be. The second question is whether the attempt to apply the concept of representation to active citizenship organizations and the obstacles this application meets could be an indicator of the "non standard" nature that these organizations have with respect to the democratic paradigm, about which we could speak of their Kuhnian "anomaly" feature. Research on the criteria of representativeness of civic organisations in their relations with banks. As part of the path of research and study on the question of the representation and representativeness of civic organizations, FONDACA is conducting a survey, commissioned by the Unicredit Group, that aims at collecting and producing information on the criteria and procedures that banks take to select and test the representativeness of the citizens' organizations that they involve as their stakeholders. The research activities will consist of a preliminary investigation on the websites of the 81 banks, operating in different European countries and also at the global level, that make up the sample, of indicators of relevance for the question of representativeness, followed by the sending of a questionnaire aimed at collecting more detailed information on the criteria and procedures used in the dialogue and interaction with civic organizations. The survey will conclude in December with the analysis of the collected data and the draft of the final report. |
